Cannot change TABs

I saw the info below when changing a TAB in NS:

Permission Violation: You need the 'Lists -> Store Tabs' permission to access this page. Please contact your account administrator.



I put some test categories in this TAB. But the error just shown up on last Friday. It was working before. Did anybody else see the same thing when NS was upgrading its system lately?
