Alert Message on Review and Submit Page in Checkout

Is it possible to put an Alert message on the final review and submit page in checkout or just after Payment Page to say something like

1. You only need $10 more to get free shipping, would you like to continue shopping?

2. A popup message to say " You have accumulated XX loyalty points in this purchase
