Publish "Customer" Dashboard

I want to create a common customer dashboard for all users.  The only "Publish" options are on the main user's dashboard, which does not have access to the customer-specific dashboard items. It allows in the publish to override the csutomer dashboard, but I can't get it configured with the customer specific items on the main dashboard.

It would appear i'm missing something fundamental.
