Promotion codes - can't we offer $5 off our widgets?

I'm having one of those 'can I really not do this in NetSuite' moments ... perhaps you can help.
We'd like to offer our customers a 'coupon' (promotion code) that entitles them to $5 off our wonderful widgets. Just to be clear, that's $5 off each widget they buy - if customer orders 20 fabulous widgets, we'd like the customer to save a whopping $100.
I can see how to create a flat rate promotion code with a discount of $5, and I can see how to tie this to our "widget" item record so that the discount doesn't also apply to our grommets (our grommets are NEVER discounted). But here's the catch: when the customer buys 1 widget they get a $5 discount, but when they buy 20 widgets they also still get only a $5 discount.
