Conflict in Reporting by Period vs Transaction

I am having an issue with the reporting preferences.  I know that I can report by period or by transaction date.

I want to be able to choose to report "previous months this fiscal year" for some scheduled monthly reporting, which is only an option if I report by "transaction date".  However, I also want to schedule budget reports and I have to have the reporting preferences to "period" to do so. But in doing so, I can't find a reporting period that has "previous months this fiscal year" as an option.  So, I then have to run the reports manually.
