Why is <NLSTATE> not a drop down list in Online Customer Form

Using a custom Online Customer Form with all these fields

<NLADDRESS1>
<NLADDRESS2>
<NLSTATE>
<NLZIPCODE>
<NLCOUNTRY>

In Netsuite, Customer record, Address Tab, State is a drop down list
In Company Preferences, Allow Free-Form States in Addresses is not checked.

Why doesn't the NLSTATE display as a drop down list in my Online Customer Form?
