Item Groups - Can't Edit as of 11.0.6?

As of 11.0.6, can't edit any item groups at all.  Not under customized form, standard form.  Even edit & resave without any modifications throws an unexpected error.

This is extremely debilitating for us.  I am amazed that this bug made it through QC.  Wouldn't "test the ability to edit and resave every type of item" be in Chapter 1 of the QC Testing Manual?
