Attaching transaction related documents

We are going to begin scanning some of our paper based records (POs, packing slips, etc) and would like to attach them to the transaction they relate to.

For example, I'm holding a faxed PO and would like to scan and attach to the sales order I'm about to create for the PO.  The only place I can find to attach a document is in the messages tab and a "message" isn't really appropriate context for a Purchase Order and especially a Packing slip.

It seems VERY strange there isn't a general "Attachments" function on transactions (or any record) in NetSuite.
