Sales Taxes Not Working

We are having a real hard time with taxes not acting as we would like them to.  Everything on an order shipping to IL is supposed to be taxed.  Everything other than clothing is supposed to be charged tax when shipping to PA. 

1.  We have imported the Nexuses for PA and IL.
2.  We have two different tax schedules that we apply to individual items.  One it taxable in IL and PA, one is taxable in IL but not in PA.

What are we missing?
