Inactive accounts reactivate by magic?

We merged two companies, inactivated the old chart of accounts but keep the history and set up a new chart.  Some accounts from the old inactive account reactivate even when there are no transactions posted to them.  Recently one of our offices had internet problems and when they came back on-line, AR and AP had defaulted back to pre-2009 inactive AR and AP accounts.  How can I keep the inactive accounts from reactivating?
