Serialized Item Landed Cost on Returns

I have seen a long thread about returns coming back into the system on item receipts with $0 cost associated for drop shipments, but I am also seeing this for non-drop shipments.  We have serialized inventory and sometimes on the item receipt it comes back into the system at the correct COGS, sometimes it is a random COGS, and sometime there is no GL impact at all.  I have gone through examples that worked perfectly vs examples where there is no GL impact on the item receipt and I see no differences at all in how we processed the return.
