VAT 100 - Import VAT

1.) I am allowed to reclaim all Import VAT and it should be reported in Box 4. What is the correct way to enter the shipping bill so this happens?
2.) I am required to enter the Value of the imports (from #1 above) in Box 7. How do I properly enter this in Netsuite or does it have to be done manually?
