Issue Merging Chart of Account accounts

I am trying to merge 00003 account into a newer one 245030 and the option to merge is just not available on the 00003 account.  If I go to the 245030 account and view more option then select Merge I can merge from the 24x account but not the other way.  My accounting department wants to use the 245030 one.  If you are asking what is this guy trying to do...  I am setting up  the taxs for Canada and the account the standard set up is going to the 00003 and we need it to go to 245030.  I
