Reject duplicate reference numbers (by vendor)?

NetSuite standardly throws up a warning when you enter a reference number that is the same for another of that vendor's bills, but it still allows you to save the transaction. We'd prefer it did not.  Failing that, I need to set-up up some sort of workaround control.  Anyone have something that's working well for them?
