Mark Prospect as Taxable

Using Netsuite's tax calculation. Generally we mark our products as taxable or not and our customers. Allow NS to determine the correct tax item based on shipping address. On the customer level this is easy, there's a "Taxable" checkbox that can be set. Even though I'm using the same form for lead/prosp/cust I do not have this available at the prospect stage. How am I to control this behavior on quotes to prospects?
