Can't approve bill outside accounting period

I have a bill that was created July 28th.  The user is attempting to approve today (8/9).  As an administrator I can approve it, but when I use the user's role, I get the following:  [FONT=arial]The transaction date you specified is not within the date range of your accounting period.

Anyone have any ideas on how to fix this?  I've played with the permissions on the role to no avail.
