Withholding tax applied to bill

Hi.

I have a Vendor Bill and a credit created from that vendor bill, the vendor bill item has a withholding tax of 5%, the credit is already applied to the bill, and then when I pay it, the withholding tax applies to both the vendor bill and the credit, what I want to know is if there is a way that I can apply the witholding tax only to the bill total without affecting the credit total?
