Order of Execution: Do scripts or workflows fire first?

I'm looking for some documentation on the order of execution for automations. How can I determine which automation fires first?

So if I have 2 scripts and 2 workflows on the sales order record, all 4 of them are before submit actions, which executes first and is this always predictable?
