Lead/Prospect/Customer

We have this form and listed as one of the subtabs on the form is called "Customer Type." I have made this a mandatory field on the form but only shows as mandatory for me (administrator) and all other administrators.  It is not showing mandatory for any sales reps (which that was what it was intended for.)  Any ideas?  Or does this sound like a defect I need to submit?
