Search Results "Not In"?

I'm trying to come up with an interesting search that I can't seem to get my head around.

We want to see any sales orders that DO NOT contain a certain type of item.  The type of item can be selected from Department, but it occurs to me that a Transaction search that looks for line item departments is just going to return any line no matter what item is right next to it.

Is there some sort of "and not in this list" construct for searches?
