Unit of Measure Help Needed for BOM/ Assemblies

Looking for some quick help-
There is no import of UOM in which the software we are currently using just happens to have a csv. for us to import.
So I have to manually import the data.
We purchase our RAW goods in Gallons (1 gallon and 5 gallon buckets) with fluid oz poured in to the finished product and then the Product is sold as EACH.
For example:
5 Gallons of liquid are purchased= A work order is issued as:
Create 640 each of Product number R46 1oz Moisture Gel
640 oz liquid product A (item code 114458-Moisture Gel)
640 each 1oz bottles (item code 1138-clear plastic bottles)
