Units of Measure still confusing me

I had to create a new Item and I prepared to setup the Units of Measure and hit that invisible wall of misunderstanding that seems to pop up whenever I get into a non-trivial UOM situation.

I purchase rope by the mile, stock by the foot and sell by the inch that is a no-brainer.  However, how would you set this up:

...you may purchase cable in pallets, stock the cable in spools, and sell the cable in feet.


You've got spools with different lengths and pallets with different quantities of spools.  Let's say you have a 100' spool and a 200' spool.  Let's also say that you have a 4 spool pallet and a 6 spool pallet.
