Setting accounts for items

We have always had the box checked to allow anyone with access to entering an item to be able to select the account.  We are thinking to uncheck that box but are unsure of how that process will go now.  Will they still be able to enter the item but then someone will be notified to set the account?  Or how exactly does that happen?
