Where is new Cycle Count function in 2012-2?

I have tried to find the new cycle count functionality that is shown in the "Release 2012.2 Overview" as well as in the "Sneak Peaks" section.

Am I missing something?  Has anyone used it?  We have been desperatly waiting for this feature.
