Is it possible to automate the setup of Zip Code Territories?

I need to setup Sales territories based on zip code area ranges for the whole of the US (~ >40,000 zip codes).

Has anyone managed to do this? Speed up the import/setup so that it is not a manual configuration of each Sales Rule and Sales Territory?

This may be a rhetoric question -as all pointers (Help pages, contacts, NS Prof Services, previous forum postings, etc) all suggest that this cannot be done.

My question then is:
a) has anyone done this? worked out an approach to speed this up?
b) is there a 3rd party application/plug in to meet this requirement?
