Creating sales orders in BETA

I am not able to create any sales orders in beta  - Both webstore or UI.   I keep getting declined messages using test credit card numbers.
My Payflo gateway is set to Test Mode.

I have not had this problem at all in all previous Beta environments.
I tried Netsuite Support and am not having any luck.

Does anyone know what needs to get done to be able create a sales order in the beta web store and via the user interface without getting declined messages?

I do not want to go live, until I can create, orders, fill orders, bill orders, refund orders, void and close etc....
