PPE charging sales tax

Anyone having issues with PayPal Express charging sales tax on a web order, when it shouldn't?? 

We've had a couple of isolated incidences where this has happened, and we can't figure out what would trigger NS to do this.

It doesn't happen with credit card payments, just PayPal Express.
