Unable to capture 'Bill to' info from PayPal customers.

Has anyone experienced this problem? I have already updated the sales form we use to capture web sales. Visa/MC paying customers populate the 'bill to' section of our sales order forms correctly but nothing from customers using PayPal.
Any ideas?
