<p>Prior to implementing OA, one of the planned benefits of a new system was to allow PMs the ability to create and edit their own projects and tasks.A  Our old system followed a centralized approach and PMs disliked how they had to wait on things to be setup.A  So when we implemented OA - we took the decentralized approach and allowed PMs to create a project in a requested stage, but accounting had to add the additional finanical information and billing rules.A  It seems the grass isn't always greener, as we are continuing to hear complaints about the additional work,
