Tracking contractor delivery against a PO

<p>Can someone help me with this use case?</p><p>A portion of my Services delivery is through external contractors.  My regional consulting managers are creating Purchase Requests in OpenAir for time for contractors in their region.  I then create Purchase Orders, add expenses, and submit those POs for approval.</p><p>Our contractors submit their time and their expenses into OpenAir just so that we can then bill those costs to our customers through OpenAir invoices just as we would our internal consultants.  At the same time, I also want that my contractors' time gets debited from the POs created in OpenAir so that I
