SOAP Request from NetSuite

I'm new to NetSuite, so forgive me if this is a stupid question.  I'm working with a customer who uses NetSuite as their ERP system and they want to be able to integrate it with my company's platform.  The scenario is that the user will enter a case into NetSuite which should in turn trigger a SOAP request to be sent to our web service where it will create a transaction in our system.  Has anyone done anything like this with NetSuite?  I know that you can call NetSuite web services, but in this case I need NetSuite to be
