Saved Search for Empty Bins

I have been trying for over a month to craft an effective and accurate empty bin search.

I have already used the two searches laid out in SuiteAnswers: 75822 and 75806. Both of these do not return accurate numbers.

It seems like it always pulls in bins for inactive locations, which is the primary issue. I have also noticed that if I pull different bin locations (Bin On Hand : Location & Bin Number : Location, etc.).

Is there something our staff has done to confuse the system?
