Payment Instruments? Very little help in SuiteAnswers

Being told we MUST use payment instruments so followed what little information is in the SuiteAnswer 79358 but there is little other information on how to and why to use them   Also received the notice from NetSuite saying we need to migrate to them, again with little information.

What bundle from Merchant e-Solutions is needed?

Is there an additional charge from Merchant e-Solutions?

What functionality is actually changed or replaced?

What is the deadline to have this up and running?

My finance department is very sceptical on making changes to payment processing without user documentation.
