access.passwordSetupURL not providing valid link

I am trying to use the user access email template. Behavior is the same for both the standard and custom templates. The "access.passwordSetupURL" tag fails to provide a valid URL and instead is blank. I have used this in a different account without issues and am unsure what would cause this behavior.

Any ideas?
