Workflow Create Record action help..

Me again!
I have a custom record (CR1) that is just a name field and then a sublist of another custom record (CR2). When a new CR1 is created a workflow should create 10 CR2s to display on CR1s sublist.
My workflow triggers on Create and my Create Record actions trigger After Record Submit. I have a sublistreference field on CR2 that should populate with {name} from CR1 so it displays on the sublist but this is failing. Even though the action is on After Record Submit it still thinks the CR1 I am referencing does not yet exist.
