Do I need SuitePeople for effective dating for labor rates on projects?

My company uses projects to track project profitability - just revenues and labor costs. When labor costs change mid-month, we do not have a way to define the dates of the changes, and it seems SuitePeople is the only way to have effective dating without building a custom solution in NS. Has anyone come across another solution for effective dating, or is SuitePeople the only way in native NS? Thanks!
