How to handle issue with Commitment vs Allocation with "Supply Allocation" feature?

We turned on the Supply Allocation feature a couple of months ago, and it's great in some areas, and frustrating in others.
Scenario: Our customers may order 5 lines, as an example, and on 4 of them they wish for us to ship in full, but one of the items we can ship partial, if we don't have stock.
Before Supply Allocation, 4 lines could be set to "commit complete" and the last set to "commit available."
This would then show lines on an Item Fulfillment pick list using formulas.
Commit Complete: If commit qty = quantity, then ok to pick
Commit Available: If commit qty >= 1, then ok to pick
