Scheduled workflow not initiating or triggering event based workflow(s)

Scheduled Scripts will trigger User Event Scripts, this is true.

With workflows I'm seeing different behavior (and I'm pretty screwed right now, to be honest). A scheduled workflow that modifies a field on the record is not causing event based workflows to trigger which of course is a major fail.

My question to this group: Is this a known behavior? I've checked the Help and I'm not seeing anything suggesting this is the intended behavior.
