Custom Fields for Discount Item

Maybe I'm just not seeing it somewhere or a feature needs to be enabled, but can someone please explain to me how to add new fields to the Discount Item subtype?  All I see in the Applies To tab is: Inventory Item, Non-inventory Item, Service, Other Charge, Group, Kit/Package, and Assembly/Bill of Materials.
