NetSuite SCA error Your account has been disabled. You are not permitted to log

We are testing customer logins to the SCA site, I can login to the sight fine using other customers, but one customer when we try to login we receive this error: Your account has been disabled. You are not permitted to login. The customer is not set as inActive they have a credit limit but $0 balance due. What would cause this?
