How to offer free samples without requiring a credit card on SuiteCommerce Website?

We have setup a promo code that will allow customers to order samples for free from our SuiteCommerce website. The problem is they still have to enter their credit card to checkout even though their order is $0. We don't want them to have to enter a credit card. Is there a way around this?
