workflow should prevent send email to next approver on first level rejection

Workflow should prevent send email to next approver on first level rejection of bill, however if next level approver rejects then it should only notify the creator and last approver.

but now workflow sending emails to all 3 approvers. below is the snip of Rejected state for your reference. can you please help here.
