The criteria will be different for each Dashboard Tile. You would need to locate the Saved Search that's powering your Dashboard Tile and edit the "Audience -> Department" of that Saved Search. This is where the Saved Search is shown on the Dashboard Tile record:

Yes, it is a browser issue, and we need to do that from time to time. Chrome (and other browsers) rely on the cache (temporary files) to speed up page loading. Sometimes the data in the cache becomes corrupted and causes issues for NetSuite.

Agreed, this is item related. Whatever it is, Item #110015 has 308 of that, and Item #110023 has 216. Did you generate Price Lists for both of these items? Also, can you create a test item and see how many results you will get?
