Unable to Create Performance Document for Eligible Employees

Summary: We have created all the related config for Performance and Eligibility Batch Process is run. The test user is shown as eligible in Performance Document Eligibility for the review period and document type. However, we are unable to create the Performance Document for the person. We are able to search the test user in "Performance Document", but the Performance Document is not showing.

Content (required): The test user has valid Manager and Active Assignment. The user who is trying to create the Performance Document has an employee record and can see other assigned Performance Document. So, this is not a role issue. Please suggest what the probable reason could be.
