Save & Bill from Item Fulfillment Broken

Ok, I hope I can explain this clearly. 

It's been our company's standard practice to bill Sales Orders only after they have been completely fulfilled.  We often fill SO's in 2 or more fulfillments, depending on what's in stock at the time. For the most part we use Cash Sale based SO's.

When we fulfill the last of the remaining items, we typically click the 'Save & Bill' button on the Item Fulfillment.  Before V11, the the entire list of items would appear so that we could bill them all at once.  Now, since V11, only the items of the fulfillment we're working from shows up to be fulfilled.  If our staff doesn't catch it, they wind up just partially billing the SO, leaving the remainder, previously fullfilled items, unbilled.
