v11 bugs in customer center.

I logged in as a customer and saw some things that troubled me.

1. Any custom can click on "Enter an order" and proceed to make a order "billed on terms" even though their account has not been given credit terms for being billed.  We had this happen today and we had to call a customer and say "I don't know how you did that, but you have not established credit with our company and so we need a credit card to fulfill your order".

2.  The bottom right corner of the "customer center" shows categories that they should NOT see.  We have categories that are marked "DO NOT SHOW ON WEB SITE" and categories set for access of only ONE specific customer (items designed just for them).  IT shows links for those in EVERYONE'S customer center.   If you click on them it says "This category is no longer available", but everybody can see those categories which are named after other companies.
