Can't View Attachments Received if not Admin?

If I'm in a role that's not the Admin and I send an email to a customer from the customer record, that customer might send back a reply with an attachment. I can see the message on the customer record, and I can see that there is an attachment. However, I can't click on it at all and can't access it from the File Cabinet because I have no access to the Attachments Received folder.

Can anyone else repro this or know how to give access to other roles to Attachments Received?

As the Admin in an account, I cannot find a way to give others access to this folder so that they can view attachments sent to them in replies. These roles have Full access to the Documents and Files permission. Instead I would have to move all files they need to access to other folders, which not a reasonable workaround.
