Percentage Quota/Commission Brackets

We have created a commission schedule that pays a specific amount based on a percentage of quota achieved (i.e. 80% pays $1000).  We need to map out every percentage from 1-1000 within NetSuite.  The issue is that each schedule calculates commissions independently of each other and only allows 10 brackets.

Problems:
1. We can't use a linear calculation because each schedule will caculate independently of each other (i.e. schedule 1 is 0-9%, schedule 2 is 10-18%, therefore if a rep hits 18% both schedules will run).
2. We decided to use marginal (i.e. each percentage point increase by $1, so if a rep hit 18%, the following schedules will run: schedule 1 is 0-9% would total $9 and schedule 2 is 10-18% would also be $9 for a total of $18).  The issue with this is that if a rep hits 300%, it would need to use around 33 separate schedules to calculate the total commision.
