Multiple commissions and quotas

Our sales team have multiple targets that contribute to their commissions.

e.g.
New sales target (sales from new customers)
Reoccurring sales target (sales from existing customers)
New accounts setup

Each KPI has 3 tiers (achieving, exceeding, blowing away) which carry differing weights/values
We have set these up using Commission searches (though not 100% sure on the fields used for this)

The problem we don't understand is how we establish and communicate each reps targets and their progress toward these targets.

We can set a reps quota, but I can't wrap my head around setting a quota for each KPI (or if that is even the correct approach).
