Sandbox account error "SOAPFault: (soapenv:Server.userException) Invalid login attempt"

I found that I can't connect to my sandbox account via Soap web-services, the web-service always throws this error:

SOAPFault: (soapenv:Server.userException) Invalid login attempt" 

However I was able to connect when I hit my production account.
